Have a law college play out of scenario in in community in a community and have them actually take charges on the other person the person that's defending their self and document it record it now go to the Magistrate have them know what's going on but have them put what charge they would put put it before a judge but don't let them know and have a lawyer represent them as they normally would do now the next day have that same judge and a jury trial setup and see the difference of the outcome and then after the outcome come up with a solution that solves that problem and protects the community pay attention I found what the problem is Beloud
